The Spring Bud Project has been launched, organized and carried out by the China Children and Teenagers' Fund (CCTF), under the leadership of the All China Women's Federation. The goal of the plan is to assist girls of poor areas of China to return to school, which will benefit the welfare of the whole society.

Due to social and cultural uneven development, especially the influence of the traditional values, there are still illiterates and among them two-thirds are women. The dropout girls consist more than two-thirds of the whole dropouts.
